Are pvp-only characters and rp characters on the same server when it comes to pvp? If so, don't the pvp-only chars get a big advantage?

Yes to being on the same servers, if oyu can call districts and instances servers. As for getting and advantge, not really, except that it will cost you less to equip your character, change the mods on it's armor etc.

Yes they are on the same servers in that they can play against each other.
And not at all. In fact, the exact opposite. It costs a lot of money to equip a PvE character until he can have perfect equipment, which a PvP character can create on the fly.

One thing to keep in mind is that the effort put towards your PvE characters helps your PvP characters immensely - it unlocks skills, weapon mods, etc, which your PvP characters can use for free.
